Trump caught some flack after he praised the European country's alleged method for preventing catastrophic wildfires while he was surveying the damage in Paradise, California on Saturday.

Search teams combed through the charred wreckage of the state's deadliest-ever fire that has leveled mountain town of Paradise.

Forests cover over 70 percent of Finland's 338,000 square kilometers.

The fire was 65 per cent contained Sunday. The inland East Bay community of Tracy was measured at 404, second only to areas immediately near Paradise.

Almost 400 people searched for victims amid the scorched debris in Paradise on Sunday, wading through ash that officials say could turn into a thick paste, the Associated Press reported. Some went to homes where they had received tips that someone might have died.

Over the weekend, crews with cadaver dogs swept homes, vehicles, bathtubs, and mattresses among the rubble.

The Woolsey Fire is now 94% contained, and the area will also get some relief from rain this week - though not almost as much rain as the 4 to 6 inches expected in Camp Fire region, CNN meteorologist Dave Hennen said. "For us, these fires have devastated family and friends", said John Garner of Garner & Associates.

"If you're watching from NY or you are watching from Washington D.C. you don't really see the gravity of it", Trump said. "And they spent a lot of time on raking and cleaning and doing things and they don't have any problem".

Honea said it was possible authorities might never have a final total of those killed in the Paradise fire. Rain was forecast for midweek, which could help firefighters but also complicate the search for remains.

Finnish President Sauli Niinisto said in an interview with a Finnish newspaper that while he did tell Trump "we take care of our forests", he could not recall mentioning raking to him, the Associated Press reported.

As hundreds of searchers continued to sift through rubble in the town of Paradise looking for the dead yesterday, almost 1,300 people remain unaccounted for more than a week after the fire sparked in Butte County.

"You look at other countries where they do it differently and it's a whole different story".

At an unofficial encampment next to a Walmart store in Chico, many were packing up to find another temporary place to sleep after being told to leave by Sunday. Honea urged anyone who sees their own name or the name of a loved one found safe to contact the sheriff's office.

Paul Stavish, who retired three months ago from a Silicon Valley tech job and moved to Paradise, placed a battery-powered votive candle on the altar as a woman played piano and sang "Amazing Grace". He said he was thinking of the dead and also mourning the warm, tight-knit community.

"This is not just a few houses getting burned", he said.
