Facebook to create independent appeals body

Zuckerberg said an internal probe on the Definers controversy will be headed up by Facebook's vice president of global affairs, Nick Clegg, the former United Kingdom deputy prime minister who recently joined the company.

The exhaustive report detailing how Facebook has navigated its most serious crisis to date, came a day after the company announced it had shut down more accounts aimed at influencing the U.S. midterm election earlier this month, exploring a possible link to Russian Federation. The question is whether the tens of thousands of employee-strong initiatives Facebook is undertaking now is enough to eradicate the rot that it allowed to creep in in the first place.

Prior to this, Facebook and CEO Mark Zuckerberg have largely stayed out of content policy decisions, preferring instead to look to other resources like third-party fact-checkers in order to weed out fake news.

Clifford Lampe, a professor of information at the University of MI, said Facebook is making progress on rooting out hate, fake accounts and other objectionable content, but added it could be doing more. The goal of this body would be to uphold the principle of giving people a voice while also recognizing the reality of keeping people safe.

"This has been a tough time at Facebook and our entire management team has been focused on tackling the issues we face", the statement said. And 99% of the 8.7 million posts taken down for child nudity or sexual exploitation were taken down before complaints were received.

Zuckerberg announced a bevy of related initiatives, such as Facebook's yet-to-unfold plan for stopping the spread of sensational and provocative content that doesn't technically violate its terms. Actions taken included removing content, putting warnings before it's shown, disabling accounts, and contacting law enforcement.

The board will launch in the beginning of 2019 after the company decides who will be a part of the new governing body and the process through which they will be petitioned, Zuckerberg wrote.
