"Shortly after his statement, Putin got a call from Israeli Prime Minister Benjamin Netanyahu and told him that the Russian move was "aimed primarily at fending off any potential threat to the lives of Russian servicemen", according to the Kremlin".

It was the deadliest known case of friendly fire between Syria and key backer Russian Federation since Moscow's game-changing 2015 military intervention.

The decision, he said, was approved by President Vladimir Putin.

Bolton said the United States was doing everything it could to ensure Syria did not use chemical weapons and had pressed Russian Federation about the issue as well.

The Syrian military has already been trained to use the system, which was set to be sent over in 2013, but was held up "at the request of Israel", Shoigu said.

Israel has long called on Russian Federation not to provide the S-300 system to Syria and in 2013, the Kremlin agreed to put a deal to deliver them on hold.

In the immediate aftermath of the incident, President Vladimir Putin appeared to take a softer line with Israel than the military, noting that it was Syrian air defenses that shot down the plane.

Syrian air-defense command units will be connected directly to Russian command posts with automated systems that at present are deployed only in Russian units, he said.

Putin has since said that "a chain of tragic circumstances" lead to the downing of the plane.

The Trump administration is warning Russian Federation that supplying Syria with an advanced missile defense system would be a "major mistake" and should be reconsidered.

Kremlin spokesman Dmitry Peskov on Monday said the incident was caused by "premeditated" actions by Israeli pilots, warning that this will harm relations between the two countries.

In a televised address, Russian Defense Minister Sergei Shoigu said that the new system would provide "adequate retaliatory measures to increase the safety of Russian military fighting worldwide terrorism in Syria".

"Monitoring the Il-20, the Israeli fighters used it as cover from the anti-aircraft missiles" and continued to patrol the area long after the Russian plane was shot down, he said.

Moscow first announced that it was considering reversing its longtime policy against supplying the S-300 system to the regime following a series of airstrikes against Syrian targets by the United States, United Kingdom and France in response to an alleged chemical weapons attack by Assad.

Earlier on Sunday, the Russian defense ministry released the findings of its investigation into the downing of the plane and the deaths of the crew.

"According to information of our military experts, the reason [behind the downing] was premeditated actions by Israeli pilots which certainly can not but harm our relations", Peskov told journalists. "Russia needs to increase safety of its military and it should be clear for everyone", he said.
