In an official statement, Pompeo expressed sorrow "for the death of the aircrew members of the Russian plane that was downed by Syrian regime anti-aircraft fire".

Russian Defense Minister Sergei Shoigu told his Israeli counterpart Avigdor Lieberman Tuesday that Moscow may consider measures to respond to the downing of a Russian plane over Syria, as he lay "full" blame on Israel's air force.

A Russian surveillance plane carrying 15 people was accidentally shot down over northwestern Syria by regime forces, Russia's Ministry of Defense says.

According to Interfax news agency, Russian Defence Ministry spokesman Igor Konashenkov said: "As a result of the irresponsible actions of the Israeli military, 15 Russian service personnel perished".

When asked for comment about Monday's attack, an Israeli military spokeswoman said Israel did not comment on foreign reports.

A Syrian S-200 surface-to-air missile brought down the plane, the ministry said.

An Israeli diplomatic source said Israeli Prime Minister Benjamin Netanyahu was expected to speak soon with Russian President Vladimir Putin about the incident.

"In this case, it is more a chain of tragic circumstances because an Israeli fighter did not down our aircraft", Putin said during a September 18 press conference . "And these will be steps that everyone will notice", he said.

According to Reuters the official SANA news agency said the Technical Industry Institution in the state-controlled city had been targeted.

State media said the explosions were suspected to have been caused by Israeli strikes.

Russia blamed Israel after Syria shot down a Russian plane above the Mediterranean during an air battle on Monday night.

Earlier, the Russian defence ministry had said that the plane had gone off the radar around 11pm during an attack by four Israeli F-16 jets over Syrian infrastructure in the province of Latakia, a stronghold of President Bashar al-Assad.

U.S. and Israeli officials have said Iran and Hezbollah should end their armed presence in Syria.

" The Russian government stressed that the incident would have no impact on the fledging Idlib deal, but warned Israel of reprisals and summoned its envoy in Moscow".

A few hours later Gary Koren, the Israeli ambassador in Russian Federation, was summoned to the Foreign Ministry in Moscow for a talk.

Russia's presence in Latakia includes a large naval base, which was reportedly under attack by an unclaimed missile strike that Syria alleges to have come from Israel. It said the Israeli jets "were already within Israeli airspace" when Russia's Il-20 was hit. In this case, Russian-Israeli agreements on the prevention of risky incidents were not observed.

Previous strikes in Syria linked to Israel have given a wide berth to areas populated by Russian defenses, but strikes on the Damascus International Airport on Sunday and the air battle on Monday have played out near Russian forces. "Nevertheless, they deliberately carried out this provocation".

Hotlines are in place for key stakeholders to share operational information on their deployments, but diplomats and military planners say there is still a high risk of one state inadvertently striking another country's forces.
