Philippines President Duterte Says His War on Drugs is 'Far From Over'

The Office of the Presidential Adviser on the Peace Process (OPAPP) welcomed Tuesday the ratification of the proposed Bangsamoro Organic Law (BOL) by the House of Representatives.

President Rodrigo "Rody" Duterte on Monday vowed to pursue a "relentless and chilling" war on illegal drugs in his state-of-the-nation address before a joint session of Congress that was delayed for more than one hour due to a "coup" that saw the ouster of the speaker in the House of Representatives.

The BOL would establish the Bangsamoro government and grants it fiscal autonomy.

"It can be in Davao, it can be in Manila, but there are no obstacles to the President signing the BOL now", he added.

"This is to announce that the president has just signed the BOL into law", presidential spokesman Harry Roque said today (Thursday, July 26).

An annual block grant, set at a five per cent share of the national internal revenue or almost 60 billion pesos, would also be handed to the region. This means 75% of the national internal revenue collection would go to the Bangsamoro, and 25% to the central government.

The Moro Islamic Liberation Front said Friday it would hold public consultations on the Bangsamoro Organic Law over the weekend.

Muslim rebels have always been battling for independence or autonomy in Mindanao, which they regard as their ancestral homeland dating back to when Arabic traders arrived there in the 13th century. "Our people must be consulted", he told ANC's Early Edition.

"We are thankful we have reached this stage after 17 years of peace negotiations with the government", he said.

"Although we still have more challenges ahead but after surpassing the challenges for more than 40 years, we are confident that we can surpass the next challenges", MILF chairman Murad Ebrahim Murad said.

Murad admitted that they have not yet accounted for all weapons, noting that there are three categories of weapons - those owned by the organization, those owned by combatants themselves, and those owned by civilians that the organization can use in case of war.
