Trump and Putin have met twice on the sidelines of worldwide summits and have spoken several times by telephone.

Russia's President Vladimir Putin (L) shakes hands with U.S. national security adviser John Bolton during a meeting at the Kremlin in Moscow, Russia on June 27, 2018.

Bolton is also meeting with Russian Foreign Minister Sergey Lavrov, Kremlin foreign policy adviser Yuri Ushakov, and members of Russia's Security Council, Kremlin spokesman Dmitry Peskov said.

Bolton's comments came after he met with Russian President Vladimir Putin ahead of a highly anticipated summit between Putin and US President Donald Trump in July.

Trump recently said Russian Federation should be reinstated back into the G7 after the country was expelled in 2014 for capturing Crimea from Ukraine and declaring the region to be part of Russian Federation. Bolton, who is seen as a foreign-policy hawk, has been an outspoken supporter of Washington's sanctions regime, which has targeted Russian Federation for, among other things, the 2014 annexation of Crimea.

Despite worldwide sanctions against Moscow for its actions in Ukraine, Syria, and elsewhere, Bolton noted that world leaders have continued to meet with Putin.

"Your visit to Moscow gives us hope that we can at least take the first step to reviving full-blown ties between our states", Putin told Bolton at the Kremlin after the two smiled and shook hands for the cameras.

The adviser has decried claims of Russian meddling in the USA election in 2016 and accusations that Trump made it to the White House with Putin's help, calling them "complete nonsense".

Bolton arrived in Russia to prepare the summit between the United States and Russian presidents.

Mr Putin told the U.S. envoy during their talks that Russian Federation did not meddle in the 2016 election, according to Mr Ushakov.

Aware that his own visit and the summit will draw criticism from some quarters, Bolton stressed the importance of talking to each other despite disagreements. The US president and the Russian president will meet, likely in July, according to the Wall Street Journal. Subsequent sanctions have punished Moscow for what Washington has called its malign behaviour and alleged meddling in USA politics.
