Russian Federation 'trained spy units to use CHEMICAL weapons on United Kingdom streets'

He made the assertion in a letter to NATO Secretary General Jens Stoltenberg today explaining Britain's conclusion the Russian government was to blame for the poisoning.

The worldwide chemical weapons watchdog is to publish its report into the Salisbury nerve agent attack on Thursday, the Foreign Office has said. It was later found that the pair had been poisoned by the military-grade nerve agent, which is thought to have been produced by Soviet scientists.

Russia's ambassador to Britain, Alexander Yakovenko, has identified the alleged poison as Novichok A-234, derived from an earlier version known as A-232.

Sedwill said Russian Federation, despite being part of the worldwide chemical weapons convention, had been producing a small stockpile of Novichoks and tested ways of using nerve agents in the 2000s "including by application to door handles".

Skripal, 66, a former colonel in Russia's military intelligence who betrayed dozens of agents to Britain's MI6 foreign spy service, and his daughter Yulia, 33, were found unconscious on a bench in the cathedral city of Salisbury on March 4.

On Wednesday, during the UN Security Council meeting, Russia's UN envoy Vasily Nebenzya noted that Skripal, who had been convicted of spying, served his sentence and was pardoned.

Upon her discharge from hospital Tuesday, the Russian Embassy tweeted: "We congratulate Yulia Skripal on her recovery".

The Organization for the Prohibition of Chemical Weapons said Thursday it's confirmed the Russian-made Novichok nerve agent was used in an attack on a former Kremlin spy and his daughter last month.

The embassy reiterated Russian Federation was not involved in the attack against the Skripals and accused the United Kingdom of using the "same script" it did for the Alexander Litvinenko poisoning case.

"The code word used for the offensive chemical weapons programme (of which the Novichoks were one part) was FOLIANT", he said.

He questioned the authenticity of a statement issued by Ms Skripal through the Metropolitan Police saying she did not want to meet Russian officials.

While her whereabouts are unknown, Skripal said she is being supported by police officers who are keeping her informed of their high-profile investigation.

Yakovenko said he had not seen the letter.

"Yulia has asked for privacy from the media and I would like to reiterate her request", said hospital director Christine Blanshard.

Britain has said Russian state involvement is the only plausible explanation for the attack and has led a worldwide reaction involving the expulsion of more than 100 diplomats.
