Austin, Texas Police are now investigating two package explosions that took place today killing a 17-year-old boy and seriously injuring two older females.

Manley says investigators believe that attack and one earlier Monday that killed a 17-year-old boy and injured a woman in her 40s are linked to a March 2 package bombing that killed a 39-year-old man in another neighborhood. Two of the victims were African-American and the latest victim was Hispanic, so the department are not ruling out that these were hate crimes.

Austin police said after the March 2 explosion they had no indication that the fatal blast was related to terrorism.

Monday afternoon the Austin Police Department tweeted that Austin Fire Department units were onscene in the 6700 block of Galindo Street in response to an explosion. A resident found a package on his front steps and brought it into the house.

Manley said the U.S. Postal Service does not have a record of delivering packages to the Austin homes where the explosions occurred.

Manley warned the public about receiving unexpected or suspicious-looking deliveries in an "average-size delivery box", but declined to offer more specifics about the packages to protect the integrity of the investigation.

Police are investigating the Oldfort Hill Drive explosion as a homicide. Manley said anyone receiving a package they were not expecting should call 911. Packages should not be touched; instead, Manley said to "go to the back of the residence and stay there" until law enforcement arrives to clear the area. Authorities said earlier that the woman's injuries were life-threatening, but Manley says she'll survive.

It comes as hundreds of thousands of visitors descend on the city for the South By Southwest music, film and technology festival.

Upon arrival, police found two injured victims inside the home: One, a 17-year-old male, later died, while the other, an adult female, was taken to the hospital with injuries.

According to Chief Manley, at least two of the packages were left overnight on doorsteps and discovered in the morning by the victims.

The three explosions occurred in different parts of east Austin, which is east of Interstate 35, the highway that divides the city.

The Bureau of Alcohol, Tobacco, Firearms and Explosives said Monday it was dispatching members of its National Response Team (NRT) to help respond to the explosions.
