Saudi Arabia moves up five spots in 2017 International Corruption Index

According to the 2017 corruption perception index, ranking by the global anti-corruption watchdog, Somalia is ranked the world's most corrupt country among 180 countries in the report.

"If it is based on the reality in the country, we should be at a better position compared to 2016", he was quoted as saying by The Star Online.

CPI scores and ranks countries based on how corrupt their public sectors are perceived by experts and business people.

The index also revealed that more than two-thirds of countries worldwide scored below 50, with an average score of 43.

The minister said the government had also proposed to insert the Corporate Liability provision in the MACC 2009 Act to address the "giver" aspect of corruption, which aimed at making companies which fail to implement adequate anti-corruption procedures liable for the country actions of their employees.

CPI uses a scale of 0 to 100 to rank nations, where 0 is highly corrupt and 100 is very clean.

"No activist or reporter should have to fear for their lives when speaking out against corruption", said Patricia Moreira, Managing Director of Transparency International. Meanwhile, the worst performing regions are Sub-Saharan Africa (average score 32) and Eastern Europe and Central Asia (average score 34).

TI Malaysia president Datuk Akhbar Satar said factors contributing to the lower score past year included issues surrounding 1Malaysia Development Bhd, SRC International Sdn Bhd, Felda Global Ventures Holdings Bhd and Sabah Water scandals, and the conviction of opposition parliamentarian Mohd Rafizi Ramli for whistle-blowing.

Transparency Index had discovered that the most corrupt countries ranked low when it came to press freedom. India's score in the latest ranking is 40, which was the same in previous year.

The countries to top the index were New Zealand, Denmark, Finland, Norway, Switzerland, Singapore, Sweden, Canada, Luxembourg, and Netherlands.

The best performing region in the world, according to TI, was Western Europe, with an average score of 66.

"It is time for us to have our own and more effective index". The data showed that in the last six years, 9 out of 10 journalists were killed in countries scoring 45 or less in the index.

Media, civil society organisations and citizens should engage in anti-corruption efforts by promoting transparency, integrity and accountability, while exercising the right to access information and taking part in monitoring the implementation of the 2016 Law on Access to Information, according to TT.

Other recommendations include ensuring political impartiality of the judiciary and law enforcement, creation of an independent anti-corruption agency, formation of a non-partisan civil service, and strengthening institutional independence of oversight and regulatory institutions.
