The 21-strong crew of the cargo ship had been rescued, it said.

It is the second collision involving a National Iranian Tanker ship in less than a year and a half. The IMO listed its registered owner as Hong Kong-based Bright Shipping Ltd., on behalf of the National Iranian Tanker Co., a publicly traded company based in Tehran.

The Sanchi was due to arrive at Daesan in South Korea from Kharg Island in Iran yesterday, according to the Reuters data. National Iranian Tanker describes itself as operating the largest tanker fleet in the Middle East. Total did not immediately respond to a request for comment. In August 2016, one of its tankers collided with a Swiss container ship in the Singapore Strait, damaging both ships but causing no injuries or oil spill.

Norwegian ship insurer Skuld confirmed it was the lead hull insurer for the tanker and the protection and indemnity (P&I) insurer for CF Crystal.

China's Ministry of Transport said that poor weather conditions (heavy winds, rain and high waves) has been fanning the fire and hampering efforts to bring it under control.

As Reuters reports, the tanker, named Sanchi, collided with a Hong Kong-registered freighter off China's eastern coast.
