EPA chief begins repeal of Clean Power Plan

CNN obtained a copy of the leaked proposal to repeal the milestone Clean Power Plan, the outcome of President Donald Trump's executive orders calling for the review of the plan and questions the legality of the original rule.

The plan had sought to reduce emissions from power plants by 32 percent below 2005 levels by 2030.

Environmental Protection Agency head Scott Pruitt announced Tuesday the administration's plan to issue a new set of rules overriding the CPP, The Associated Press reported.

A copy of the leaked proposal obtained by United States media showed that Pruitt will scrap the plan citing reasons that it "exceeds the EPA's statutory authority". The executive order was to promote the developing US energy sources and reduce regulation.

Pruitt's announcement has drawn harsh criticism from supporters of the plan.

Environmentalists are anxious after the Trump administration said the coal industry should not be singled out as a polluter. Martin Heinrich, D-N.M., also attacked the rollback on Monday. Senator John Barrasso, chairman of the Senate's environment committee, said the Clean Power Plan would have hurt energy workers in his state of Wyoming, the country's top coal-producing state. Yet the plan has always been under fire by fossil fuel interests. On Feb. 9, 2016, the Supreme Court halted the implementation of the program. These requirements, critics argued, would cripple fossil fuel economies, force plant shutdowns and put Americans out of work.

The CPP had been challenged in court by 27 states after it was launched in 2015. The Obama EPA estimated that the Clean Power Plan would prevent thousands of premature deaths and tens of thousands of asthma attacks in children each year.

The final Clean Power Plan provides guidelines for the development, submittal, and implementation of state plans that establish standards of performance or other measures for affected EGUs in order to implement the interim and final Carbon dioxide emission performance rates.

While cheering the demise of the Clean Power Plan as a way to stop the bleeding, McConnell conceded most of those lost jobs are never coming back.

In February the U.S. Supreme Court stayed the CPP until the lawsuit was addressed.

The Trump EPA doesn't want to hear anything about that, either: "The substance of the 2009 Endangerment Finding is not at issue in this proposed rulemaking, and we are not soliciting comment on the EPA's assessment of the impacts of greenhouse gases with this proposal".
