North Korea says it needs a sturdy nuclear deterrence to protect it from an aggressive United States, and the autocratic regime has made militarism a central part of its national ideology.

A North Korea expert said it's clear we need more sanctions against North Korea, but fears that President Donald Trump's earlier threat to "totally destroy" the rogue nation if it attacks the USA or its allies will backfire. The White House, meanwhile, took the another step in its so-called "peaceful pressure" campaign to rein in Pyongyang's nuclear program, expanding sanctions on North Korea and those who do business with the country.

The young North Korean leader offered a bitter late-day riposte.

"The speech made by the U.S. president. on the United Nations arena in the prevailing serious circumstance, in which the situation on the Korean Peninsula has been rendered tense as never before and is inching closer to a touch-and-go state, is arousing worldwide concern", Kim's statement said. Ri Yong Ho added that he did not know Kim Jong Un's exact thinking on the matter.

He offered more vitriol for Trump, saying he was "unfit to hold the prerogative of supreme command of a country, and he would 'pay dearly for his speech calling for totally destroying North Korea".

Instead of reining in North Korea's nuclear ambitions, Trump's insults appear to be fueling them.

Tensions over North Korea's weapons programme have been ratcheting higher for months as Pyongyang launched a flurry of missiles and the nuclear blast.

Pyongyang's response comes hours after Trump signed an executive order that aims to expand his authority to target people and institutions doing business with North Korea. "We will not seek unification by absorption or artificial means", Moon said.

"Tolerance for this disgraceful practice must end now", he said of providing resources to North Korea.

Moon deemed North Korea's provocation "deplorable", prompting Trump to compliment his word choice.

Kim also questioned the sanity Trump and said, "The mentally deranged behaviour of the US President openly expressing on the United Nations arena the unethical will to "totally destroy" a sovereign state... makes even those with normal thinking faculty think about discretion and composure".

The president also said that the United States and South Korea were working on improving trade agreements though that was less important than addressing the North Korea threat.
