'Complete Reset' of US-Russia Relations Was Offered

Three months after President Trump took office, one of Russian President Vladimir Putin's diplomats delivered a document to the State Department.

The proposal, spelled out in a detailed document obtained by BuzzFeed News, called for the wholesale restoration of diplomatic, military, and intelligence channels severed between the two countries after Russia's military interventions in Ukraine and Syria.

Putin had proposed the plan in April, officials told BuzzFeed News, that included broad aims to reset diplomatic, military, and intelligence relations to their status before Russian Federation intervened in military conflicts in Ukraine and Syria.

The desire to resume dialogue and look for joint solutions wasn't "mutual", he said, according to the RIA Novosti news agency.

Asked about the report, State Department spokeswoman Heather Nauert would neither confirm nor deny its accuracy.

Earlier Tuesday, Under Secretary of State Tom Shannon met with his Russian counterpart in Finland. Several meetings came as a result of the proposal, including "special consultations" to discuss ongoing issues, including the Iran nuclear deal, Afghanistan, Ukraine, and North Korea.
