The United States wants the Security Council to impose an oil embargo on North Korea, ban its exports of textiles and the hiring of North Korean laborers overseas, and to subject leader Kim Jong Un to an asset freeze and travel ban, according to a draft resolution seen by Reuters on Wednesday.

US officials have said they want tough sanctions to maximize pressure on Pyongyang to agree to negotiations aimed at ending its nuclear and missile tests.

The UN council earlier this summer passed economic sanctions aimed at thwarting about a third of North Korea's earnings from exports, in what were the harshest measures to date. "Oil sanctions are the most effective sanctions, so I'd like to strongly ask for this", he said on Saturday on Nippon Television.

The US has warned that time is running out to act.

During an emergency UNSC meeting on Monday convened in the wake of the North's sixth nuclear test, U.S. Ambassador to the UN Nikki Haley declared that Washington targets to pass the new resolution to punish the North within a week. Even so, it's widely expected it isn't feasible to hold a vote on September 11 while negotiations with China and Russian Federation are ongoing.

Given the situation on the Korean peninsula, the UN Security Council should seek a "further response" and adopt new measures, Yi said at a press conference on Thursday after a meeting with Nepal's Deputy Prime Minister Krishna Bahadur Mahara, although he added that sanctions were only part of the solution, Efe news reported. The proposal plans to place a ban on all natural gas and oil exports.

New measures by the worldwide community should be aimed at "harming the nuclear and missile program of the government of North Korea while helping restart dialogue and negotiation", Wang said. Textiles were North Korea's second-biggest export after coal and other minerals in 2016, worth around $752 million, according to the Korea Trade-Investment Promotion Agency (KOTRA).

"Work is now going on over a new resolution in the Security Council and it is still early to make predictions about its final form", Lavrov said at a news conference in Moscow after talks with his French counterpart Jean-Yves Le Drian.
