The U.N. sanctions were a response to twin tests last month of an intercontinental ballistic missile that may be able to reach parts of the USA, heightening concern in Washington that North Korea could soon be able to threaten it with nuclear weapons.

The latest steps stopped short of targeting Chinese financial institutions dealing with North Korea, a step that would have greatly angered Beijing.

According to translations cited by the Washington Post, the video shows missiles launching and warns the U.S. it won't know whether their rockets will harass them.

"The joint exercise is the most explicit expression of hostility against us, and no one can guarantee that the exercise won't evolve into actual fighting", warned North Korea's state-run Rodong Sinmun news service.

The start of the US and South Korea drills not only caused North Korea to react but also prompted a warning from Beijing. They're all shown engulfed in flames at various points in the film.

NK News was the first English-language outlet to spot the propaganda video, which shows various American leaders such as US Vice President Mike Pence, CIA head Mike Pompeo, Secretary of State Jim Mattis and Joint Chiefs of Staff Joseph Dunford.

Just last week, Pyongyang said it had finalized a plan to fire four missiles toward the USA territory of Guam.

"We hope that this is the beginning of this signal that we have been looking for, that they are ready to restrain their level of tensions, they're ready to restrain their provocative acts", Tillerson said, "and that perhaps we are seeing our pathway to sometime in the near future having some dialogue".

"We need to see more on their part", he said, without elaborating.

Analysts say it would be only a matter of time for the North to achieve its long-stated goal of acquiring a nuclear missile that can strike anywhere in the U.S.

Both the US and South Korea have said the war games were defensive in nature and crucial to maintaining a deterrent against North Korean aggression.

Both U.S. and South Korean officials insisted the drills are harmless and focused entirely on responding to a North Korean attack.

A statement by the state-run KCNA branded the USA "imperialists" and South Korea "war maniacs".

South Korea's President Moon Jae-in said Monday that North Korea must not use the drills as a pretext to launch fresh provocation, saying the training is held regularly because of repeated provocations by North Korea. In such a scenario where North Korea believes that the USA is daring enough to strike first, the Madman Theory actually makes North Korea more likely to strike first because they no longer have anything to lose.
