China, meanwhile, has appointed a new special envoy for the North Korean issue.

China's Xi Jinping urged President Trump to try further diplomacy after a recent exchange of harsh words with Kim Jong-un that resulted in threats against Guam, and now he's going along with the United Nations sanctions that Trump lobbied for him to support. If an investigation begins, the USA government could seek remedies either through the World Trade Organization or outside of it.

If the U.S. were to act in North Korea, it would most likely occur without support from its traditional allies.

"China's been engaged in the theft and forced transfer of U.S. technologies and intellectual property for years".

While Beijing has promised to open more industries to foreign companies, it also has issued new rules on electric auto manufacturing, data security, internet censorship and other fields.

China on Monday warned of a possible trade war with the USA if Washington begins investigating alleged Chinese trade practices in bilateral commerce.

The president has publicly linked the issue of trade fairness with his calls on China to pressure North Korea to drop its weapons program and inflammatory rhetoric.

Strongly reacting to this, Trump had said that United States will retaliate with "fire and fury like the world has never seen" if North Korea continued to threaten the United States or its allies.

Tension on the Korean peninsula eased slightly on Monday as South Korea's president said resolving the North's nuclear ambitions must be done peacefully and key United States officials played down the risk of an imminent war with North Korea. Such an investigation could easily last a year.

Despite Trump's previous comments, officials at the briefing repeatedly rebuffed any attempt by reporters to connect the possible investigation to the North Korea situation. The newspaper said a trade probe, which could lead to punitive tariffs on Chinese exports, would "poison" U.S.

Trump previously has spoken out against what he believes are lopsided trade agreements with China.

Trump complained in July that trade between the two nations had increased by almost 40 per cent in the first quarter.

"I am very disappointed in China", he said on July 29 on Twitter. Steel and aluminum shipments make up only 3.5 percent of total exports and account for just 0.7 percent of GDP, according to Fielding Chen, an economist at Bloomberg Intelligence in Hong Kong.

Despite Monday's expected action, Trump has so far refrained from making good on threats of retaliatory trade measures against China.
